The Mandarin of Earth-1616. Yes, he has the same name as The MCU version but is actually based on The Dragon Emperor from The Mummy Trilogy (The Brendan Fraser Trilogy) because, yes, I do like that movie. As for his backstory, he’s an ancient warlord who was granted immortality by The Makulans to serve as their champion to begin the invasion of Earth. However, The Mandarin was defeated by a lone samurai and sealed away in a state of living death… until he was released into the world again after The Skrull Invasion, leading into the events of Iron Man: Rise Of The Mandarin as the hero is trying to redeem himself in the eyes of the public after Veranke had Tony’s Skrull Imposter frame him in a similar way to Cap in EMH. The Mandarin dies and The Makulan Invasion is prevented for good. And yes, Shang Chi is related to The Mandarin but he is not the son of The Mandarin (a great grandson, actually).
