I'd go with Chad. Not only does he try to eliminate Nigel on just as many occasions as Father and the Delightful Children, but his hatred of Numbuh one goes to the point of jealousy and contempt. Not to mention because of Nigel's actions, Chad won't be remembered as the best operative the KND ever had, he's now just another traitor.
Plus the fact that Chad taught Nigel almost everything he knows makes him that much greater a threat.

...You realize he'd been faking being evil the whole time, right? I always saw him a little differently. Yes, he became jealous and kinda a jerk, but he was still one of the good guys. And the fact that he's remembered as a traitor just tells me he didn't care about his legacy, as long as he was helping protect kid-kind.
But, yeah, back when Nigel still thought he was evil, he'd qualify.

Yeah, I remember now. Just saw Operation T.R.E.A.T.Y a few hours ago, but I still don't see how releasing the Moonbase was HELPING. I mean sure it prevented Kree from doing it but still???
