I used Heathers base to make a TDI style Angelica.I also want to to do the others, so here are ideas on which TDI character base I should use for the cast of Rugrats AGU.
Trent's base for Tommy
Harold's base for Chuckie
Katie's base for Kimi
Tyler's base for Phil
Courtney's base for Lil
Cody's base for Dil
and I'm not sure on Susie.

Don't forget her eyes were changed to blue too, but yeah pretty much.
I started this TDI style All Grown Up project awhile ago and I'm not really a fan of doing it this way anymore. I'd rather draw them out.
