Still in mental conception stage.
I think that it will be a submarine whose upper deck can be open to show the ramp at 0º elevation. A crane can extract the fighter body, wings and tail from a vertical watertight compartment and the launch can be executed like the Regulus missile.
Other proposition is an hybrid ship like the battleship "Ise" of the IJN, the Soviet aircraft carrier "Mocba" or like the "Kiev". Massive gun turrets or missile launchers can be changed for armored covers that can be split open to expose the ramp. Floating fighters can be recovered from the sea using helicopters operated from the ample flight deck of the hybrid ship.
