I have been wanting to rough up a real jerry can like this but am not that great at painting. Can you give any tips on how to do something like this?

Yes. Do two or three renderings with exactly the same lightning conditions, but with different materials: one fully painted, as new, and the other with corroded material or unpainted finish (i. e. bare steel or bare aluminium). Lately, in Photoshop, treat each different render as a different layer in the same image, and uncover the underlayer to imitate dirt, oxide or depainted areas with different brushes. This is all!

I probably should have clarified a bit more. I have a jerry can that I use on my truck in real life and would like to rough it up that way. I don't think Photoshop would help that much with trying to accomplish that.
