I used two filters in Photoshop, Add Noise and Motion Blur. You create a new layer over the picture, fill it with gray then Add Noise with adjustments that you think will work. Then Motion Blur it with the angle however you want the rain to fall. Finally, you set the opacity of the layer.

These filters are the only one I really use consistently in Photoshop. A lot of the time I just render it myself. Kills my wrist, but it works.

Hey i saw this through the add too - just proves they work I really do like it and as someone already said, it has a really traditional feel - almost like an oil painting. Nice job!
