The Dominion of Covert Coordination, or simply the DCC, is a sub-branch attached to the main branches of the UNSCDF, most notably with Spartan and the Marine Corps, responsible for command of high-covert operations across the galaxy and the training of elite operatives and agents who are sent out on said operations.

Originally conceptualized by Spartan-III’s Theron, Jazz and Malinda shortly before the Covenant arrived on Earth, the DCC was officially, and discretely, founded alongside the Spartan Branch early on in 2553. Form this, a small number of newly-recruited Spartan-IV’s, along with a selection of surviving Spartan-III’s, were hand-picked for service within the DCC; one of the first of these recruits was former-mercenary Maximus Donegan, the future leader of Hybrid Squad. Along with other Spartans, a number of surviving Headhunters have agreed to serve as permanent instructors to the organization, continuing the lineage of Headhunter lethality.

While Spartan’s are the more efficient choice of soldiers to have training, the DCC has branched out to the Marine Corps and selected the few Marines and ODST specialists in special operations to join the organization, as a means to enhance humanity's all-out lethality. The DCC’s primary function is to deal it the more sensitive and problematic issues that the UNSC isn't fully aware of beforehand with whatever force is necessary in the most covert of manners. Because of its discrete nature, the DCC is all but nonexistent to the rest of the UNSC and ally forces and is known only to some of the higher-up forces from both sides: a few members aboard the UNSC Infinity are fully aware of the DCC's existence, but not so much to its actions and full function in the UNSC. The DCC also co-operates alongside the Office of Naval Intelligence, mostly with Sections Three and One as well as REAP-X, on more sensitive ops to obtain vital intel or resources, but there have been a number of conflicts between the two organizations when dealing with mission and personnel decisions, mostly due to severing incidents between ONI and the DCC's founding Spartans.

The training process is simple: members of the DCC are classified by their given class, rankings based on their overall combat skills and service. There are five classes that recruits are capable of achieving:

 

-Class-0: The designation given to all new recruits in the DCC. All newcomers are assigned their own set of recruit-class armor in steel and silver coloration along with VISR 4.0, and authorized to utilizing basic weaponry such as Assault Rifles, Battle Rifles, DMR’s, Shotguns and Magnums.

-Class-1: To rank up to this class, recruits are required to undergo the mandatory month-long training process and the minimum of fifty simulated combat scenarios aboard the UNSC River Styx. Upon reaching Class-1, trainees are given a chance to upgrade to one of five Headhunter-Category armor sets along with the choices of either VISR 4.05 or 4.08, as well as authorization to using more specialist weapons such as Sniper Rifles, SAW’s, Grenade Launchers and Sticky Detonators.

-Class-2: To reach this, Class-1 trainees are to perform on a minimum of twenty real-time operations under the supervision of an operative of at least Class-3 prestige or higher. By reaching Class-2, trainees are declared official operatives and are now capable of working on missions solo or with a team: operatives are allowed to customize their secondary colors and are given access to First Blood-Category armor sets along with choices of VISR 4.02, 4.03, 4.07 and 4.09. Along with new armor, all trainees gain access to all UNSC weapons.

-Class-3: To reach this, Class-2 operatives are tasked with performing on a minimum of twenty-five specially-assigned infiltration missions alongside two or three other trainees of Class-2 status: the purpose of this is to test if trainees are capable of completing their missions with little to no detection. By reaching Class-3, operatives gain access to Predator-Category armor sets along with the remaining VISR 4.0 types and are now authorized the use of basic Covenant weapons such as Plasma Pistols, Plasma Rifles, Plasma Repeaters, Carbines and newer Storm Rifles. Along with Covenant weapons, operatives are equipped with Active Camo modules to utilize in future ops.

Class-4: To reach this, Class-3 operatives are required to serve as supervisors for twenty-five Class-1 trainee missions, while assisting in their missions as little as possible to observe the trainees’ skills. By reaching Class-4, operatives are allowed access to not only all other “lesser” GEN2 armor sets, but also Covenant specialist weapons, including Beam and Focus Rifles, Needlers, Needle Rifles and Plasma Launchers.

Class-5: To reach the final class, Class-4 operatives, either individuals or teams, are sent on special missions often involving conflict with either Insurrectionist or Covenant Loyalist/Remnant forces and  each returning with proof of their victory over the enemy: the proof can be anything (armor insignia, enemy weapons, preserved body parts, ect.) as long as it concludes that victory was achieved, while failure results in a form of probation for the operatives, resulting in them having to serve a minimum of one month as instructors until given their next chance. By achieving Class-5 prestige, the operatives are officially declared agents of the DCC, acting as the lead soldiers of the organization: agents are given full access to all armor sets, weapons and armor abilities of both human and Covenant origin, including the coveted Energy Sword.

 

The DCC is not strictly exclusive to humans, though. After declaring Homunculus as an “Asylum” for the forces of the Combined Fleet of Strategic Affiliations, Supreme Commander Vanuux ‘Zolurai agreed to supply a number of Spec Ops forces, ranging from Sangheili, Kig-Yar, Unggoy and Mgalekgolo, to work for the DCC as both instructors and operatives during missions, to create a mutual link between human and alien specialists. Along with aliens, the DCC also employs a full force of I/A Combat-Scenario Androids, machines clad in Spartan armor that function as both calculative instructors/advisers and lethal killing machines during ops, often being sent on solo missions to deal with more irritating issues not requiring the need of entire squads. While only making up about a third of the entire organization, these former Covenant Spec Ops specialist, including a number of Sangheili Zealots, and cybernetic assassins make that up with their deadly skills of killing with non-human skills. With the increase of human/alien alliances coming up in the years after the war, the DCC has allowed a number of members from several of these groups to assist in most of their affairs to a degree: for instance, Theron and Vanuux has agreed to employ a handful of their most-qualified agents and warriors to assist with Uhze 'Nostrom's Legionary Alliance Clan against their conflict with the rising PMC, serving alongside and under some of the key members of the L.A.C. (sometimes without them knwoing they're even there).

The DCC has established a number of facilities and installations to employ as both training grounds and command posts, as well as its own task force of ships to utilize during operations. The headquarters of the entire organization if the UNSC River Styx, the heavily-modified Phoenix-class dreadnought that also acts as the flagship of the UNSC Homunculus Union Fleet: while the Styx continues as a readied warship, most of the ship’s open interior has been integrated with a number of training centers for the recruits and trainees of the DCC. On Homunculus itself and the two other habitable planets in its system, around fifty or so training and operations outposts have been established under the cover as “relay stations” to hide their true purpose: even the lower levels of the Homunculus Union Capital Tower acts as secret training grounds in the event the Styx were ever compromised. When not employing the use of average frigates or even cruiser during most covert ops, the DCC relies on its task force of Sahara-class Heavy Prowlers to deploy forces on their missions, but the organization’s most valuable asset during these missions is the UNSC We Are Disturbed, the Deceiver-class Stealth Frigate integrated with both human and forerunner stealth and camouflage systems, making it the perfect warship for covert ops that can handle its own in dogfights.

By 2558, the Dominion of Covert Coordinations has a size of over three-thousand active members in training or authorized for missions. While the majority of these forces work directly within Homunculus’ home system or out on covert ops, a small number of individuals and teams have been assign to work outside the organization undercover as average soldiers with extraordinary skills in combat. With operatives and agents working both within the organization and in other branches of the UNSC, the DCC is the hidden knife of humanity and its allies’ hands and wrists.

You gotta realize that even among Spartans, there are the few who excel beyond the basic set of skills and become the stuff of legend, and the operatives and agents of the DCC are trained by the best to become the best.

As for the Dusturbed, take the Forward Unto Dawn and give it the shields of a Covenant Cruiser, a MAC cannon with forerunner-based firing strength, and cloaking/stealth technology to make it the perfect warship capable for covert ops deployments.
