I just checked, there seem to only be 16 Ghestal sprites. 12 of which are just his basic walking animations, 2 waving and 2 dying.

Ghesthal was never a contolable character, so he has a very limited sprite palette. The only NPCs with a full (or nearly so) set of sprites are Bannon, General Leo, The Ghosts, Imperial Soldiers, Imp/Kappa, Kefka and Merchants.

When Locke steals a merchant's clothing in South Figaro he can fight in it, thus necessitating a full sprite set for them as well.
