Actually there was a Senstational She-Hulk cover IIRC that went for overboard winter clothing to counter-art cheese-cake, that used a scarf, though it didn't influence this piece

I remember that one. Basically it was just Byrne getting back at the typical nature of female comic covers...as much of a jerk as Byrne can get, he always seemed to satirize a lot of fan crap with Shulkie.

I know, and their coats only went down as their thighs, so whole lot of turtle leg flashing. I guess it only really works from a distance.

Yeah, it was pretty obvious that they had big green feet... and also enormous shells.
As they were in New York, I imagine it was some cutting insight into the alienation of large cities... that or just a vague concession to the fact people might raise an eyebrow to a giant turtle walking around in broad daylight. One of those.
