No. If you have seen the extra credits, you will hear that according to the Chronicler's book of dead dragons, Spyro nor Cynder was in it, revealing that they have both survived. Then towards the very end of the scene, Spyro and Cynder are seen flying around the Valley of Avalar, with the chain finally broken, and playing happily together as they have fallen in love while dashing to the screen.
