Adobe Illustrator for the painted character and Photoshop (editing the colors)

Trick is to "scratch"

How to create something like that ?

# use a software for digital painting (i'm an avid adobe user so i could recommand photoshop or illustrator (it works well with !))

so paint your character... SAVE IT !

# make some layer with strays and scratch and save it OR i suggest, to you, to use some white papers and draw something on (what you want) cos with photoshop and a good printer you will create some unique layers

SAVE IT !

# paint this ghostface and SAVE IT

With adobe photoshop you could create this whole thing without being a photomanipulator !
