Ok you have PhotoShop right?
Well what you do is you use the transparent Gradient tool on whatever color you want and how ever much you want. Make sure its on the "background" layer or it will cover up any other art you may have.
Then you use the Airbrush duel, soft brush round brush (I think its the very last one on the list of brushes). And you just kinda make random dots on a new layer over top of the Background layer (because if you actudentally mess upthen you don't have to worry about the gradient background.
Stay on your layer with the snow lookin stuff on it and then go to "Filter" "blur" "Gaussian blur" and adjust it to how ever much you want it blured
After you've done your whole picture you go and make a new layer. Name it Extra effect. Then choose "Hard light" in the paint brush tool (its in the Mode drop down box). Then you make the opacity about 30% and choose a light-ish color that can accent the background. Make sure the brush size is pretty big or you won't get the whole picture.
The save your work to a jpeg and open the jpeg into PhotoShop. It should have no layers except for the background. Use the gaussian blur once more to blur the whole picture and give it a cool effext
