The fact that he gets slower when he is at lower health is kinda counter intuitive, if your low you want to get away quicker not slower. I suppose that you could counteract this buy maybe making it like Volibear's passive and have it be on a cooldown and while he's in it he might also get an armor and magic resist or something, maybe more tenacity? I dont know i just think that the fact that you are slower while your slower to death seems kinda like a disadvantage.
