That's an exposed salvage bay. It's primarily used to house smaller vessels and then chop them up for spare parts.
It doesn't have many weapons, nor does it need them, space combat is fairly deadly when shields don't exist.

Indeed shields are quite handy. But armor can still do in a pinch.
