Mh, the Dance is far more complicated than what you wrote. Technically, Aegon II would have been the rightful heir by King Jaehaerys I's law of 101, and Viserys I technically violated this law by placing Rhaenyra before Aegon (altough as a king, he was technically allowed to do so). Furthermore, Rhaenyra cheated on her husband Laenor with her sworn shield, who probably fathered her first three children, which is why the throne (which is said to punish the unworthy rulers, such as Maegor I) constantly cut her AND Viserys whenever the latter further solidified Rhaenyra's claim to the throne, resulting in him losing three fingers at one point.
Add to that the fact that Rhaenyra comitted her fair share of crimes, such as trying to force some lord to murder the lover of her uncle and husband Daemon while both were under guestright at said lord's castle.
Personally, I think it was the choice between one evil and another.
