I think Conan is staring at Kaito disguised as Shinichi. But I'm not sure. And I'm still wondering why Shuichi is not in disguise (is it Shuichi next to Kaito???), whether it's Kazuha next to Ran or Ayumi who looks a bit like Inuyasha, and whether it's Akako flying in the background. By the way I had to laugh at the "MIB WAZ HERE". XD Very nice idea to paint a Halloween party! And I like the warm, dark colours and the light on Kaito (and his white suit!) who is the centre of everybody's attention.

Idea was to have Conan staring at two guys disguised as Shinichi XcD
And nope, it's not Shuichi (although everyone seems to think it's him because of the bonnet XcD )
And yes, it is Kazuha behind Ai, which should give some clue to who bonnet-boy is.
(She is more recognizable, at least I think & hope, on the paper itself, before scanning and resizing
Maybe Heiji shouldn't have asked Yukiko to make him done a semi-Shinichi mask for halloween. :cP

Little story about Kaito's white suit.
In the latest opening and endings of Detective Conan in Japan, Shinichi is represented with a white Jacket, a grayish shirt and gray trousers...
I find that this soo doesn't suit him...
Mainly because:
1-I think his trousers should be white too, not somber gray
aaaand
2-He's copying Kaito! White is Kid's colour, not Shinichi's! XcD

I've always wondered why Shuichi's fringe is curly whereas his long hair is (uh, was!) perfectly straight.

And also I believe one doesn't have as much fringe as the other ;c)
(I think that would be Shuichi... The little bit of fringe we do see generally seems to be curly~ ^^ oh well! )

pauvre Conan... il a l'air tout etonné en voyant Shinichi devant lui. XD mais... ça sent la résolution d'enquête ça avec le panneau qui indique où sont les MIB.
en tout cas, les couleurs sont bien choisis et on ressent bien l'ambiance de la scène.
