No since Goten and Trunks are kids their power levels bars are just placed lower to fit their size. We already know they are stronger than Turles.
Seeing by your name I see you're a fan of Cabba. But do understand that when Cabba fought against Caulifa; he nearly lost that battle. Even for a Universe 6 Saiyan (whom are a little weaker, but progress more in strength quicker than their Universe 7 counterparts due to high experience of training), Super Saiyan Berserk aka The Legendary Super Saiyan form rivals the strength of a Super Saiyan and Super Saiyan 2, enabling the user to conquer any opponent just under their power level and strength, that's why both Goku, Vegeta, Trunks, Gohan, and Goten (all Super Saiyans and ascended) couldn't defeat Broly so easily. In a fight between Broly and Cabba; I hate to say it, but Broly would likely win given the circumstance that Cabba doesn't have that "experience" of dealing opponents of such tension, all he can basically do is run away...that is to say IF he were able to ascend to the 2nd stage and up.

Super Saiyans don't all have the same power level.
Universe 6 Base Goku is stronger then SSG, Vegeta is equal to Goku, Cabba was equal to Vegeta as stated in both the Manga and Anime so it's a Toriyama plot point.
SSG is stronger then anyone in Z by easily thousands and thousands fo times as SSG is universal

Yeah I smell shananigans already. Considering both Bardock and King Vegeta both ascend at the same power level (not including the Episode of Bardock). Raditz should be a little lower around Paragus' level, since he's a little over 1,000 and unless if Nappa had reached some kind of zenkai boost at some point; his full power should be at least over 7000 since he was able to put in more effort in fighting Goku after he was trained by King Kai; so it shouldn't too close to Bardock's.
And last, but not least Goten's power level should be a little bit more close to Trunks' in comparison. Sorry if this may sound like a personal attack, but the power level to some of the characters are just a bit off to me.
