All right, well I gotta take exception here...but to be fully honest, I've never seen or read anything about Mazinger Z or Dr. Hell, but I watched an absurd amount of Captain Planet back in the day (hey, it was that or get to work on house chores).

First thing to get out of the way though is about the style of the series...I know that Death Battle matches are intended to ignore "meta" considerations and I'll grant that, but I do want to point out that Ted Turner's lack of creativity means that the Captain Planet series (and thus the characters, mainly the villains including Blight) is very much in the mold of many other animated series of the mid/late '80s: intended to keep an audience of kids (whose intelligence is largely undervalued) occupied for half an hour, to get wrapped up after each adventure with little attempt at continuity (and in this case, accompanied by a tacked-on lesson).  What that means is that the writers did come up with some impressive, even creative (although also potentially silly), ideas for story elements (high-tech, sci-fi inventions and the like), but then with the accompanying drawback of needlessly convoluted schemes perpetuated by one-note villain characters who readily abandon their amazing innovations once the heroes have managed to thwart them just once.  I lay out all this as preface to correct your assessment of Dr. Blight's assets, because while she's limited by this format, her capabilities should actually be considered much more impressive than what you've got there.

So, yes, Dr. Blight's main asset is MAL, but a couple of considerations comes along right there:  Blight programmed MAL herself.  I believe it's implied that she corrupted/reprogrammed an existing piece of software, but in any case she devised a fully-autonomous artificial intelligence capable of fully managing (& as needed, building/designing) all her lab equipment.  Oh, and he's pretty well fully devoted to her...can't have the hardware being uncooperative (apart from some occasional verbal sparring).  Also (not that this'd affect anything), but that's Tim Curry's voice coming out of MAL's speakers, which is just delightfully, awesomely, evil.  

Anyway, so with MAL's help managing the facilities, Dr. Blight's scientific brilliance has produced technology capable of the following:
1) Time travel portals capable of teleporting herself (and others) essentially anywhen & anywhere on the planet.
2) Remote mind-swapping capable of transferring her mind into any subject, including the Spirit of Earth herself.
3) Formulated a super-power-granting spray from a magic tree.
4) Created "reversed" versions of the Planeteer rings (magic items imbued with elemental powers by the Spirit of Earth) designed to be environmentally destructive.

That's just off the top of my head, although in fairness those are probably her best/most ambitious plans.  However, point being that Blight can pretty well invent just about anything she likes (including MAL, who handles a lot of the actual manufacturing of necessary equipment), and apparently even magic is within the scope of her understanding, given that she's used her super-science to harness or at the very least duplicate its effects.  So while I've got no idea what Dr. Hell has up his sleeve (and thus this assessment is biased--so feel free to dismiss it), I'm still pretty sure Dr. Blight could match it and/or find a way to steal/possess/exploit it in some way to her own advantage.

Well Mazinger Z was one of the firsr Mecha animes (70's actually) in which Dr. Hell was a ex Nazi who had gained control of ancient Greek robots and had aids with Baron Ashura, a half male/female being, Count Broken, a floating revived head of a Nazi General with a robotic body holding onto him, Viscount Pygman, a mutant Pygmy warrior and Archduke Gorgon, a teal skinned Warrior with a human torso and head placed on a body of a tiger from the ancient civilization that Dr. Hell got his machinez from. The only thing standing in his way is Japanese teenager Kouji Kabuto who pilots his late Grandfather's robot Mazinger Z to avenge his fathers death at the hand of dr. Hell

Dr. Hell had something Dr. Blight did not possess; access to ancient weaponry and knowledge of archeological discoveries. He could take an ancient robot and modify it with an array of modern weapons. There were many times he came very close to winning against Mazinger, only losing because Kouji had either

A. The Photon Laboratory where Scientist Prof. Yumi and several others could install new weapons, such as the Jet Scrander that finally could make Mazinger fly

B. Able to deal with unpredictability in the battlefield, usually able to figure out a defect with an enemy robot.

Or C. Because Dr. Hell underestimated Kouji in some aspect (usually in earlier episodes)

Dr. Blight every now and then supplied mecha's and weapons, but only so often. Had the writers of Captain Planet been able to expand more in world building and do so without Ted Turner breathing down their necks to force eco friendly morals in the plots with zero subtly , I am sure that she would end up being like Dr. Hell

In a way, maybe with a little abstract thinking, Dr. Blight is sort of Dr. Hell lite, where Captain Planet is concerned... considering that Blight had her own giant robots designed for deforestation...
