And while Dinosauria formed the Bureau, Alayssia formed newer cities, each with a respective element, making 15 cities, excluding venom and shadow, which are still illegal.  The cities formed a government called the United Council.  It has 15 members, each from a different city and different element.

The new cities are smaller than the original four and rely on them for support.
