It could have been. This was inspired by a storyline in Captain America @ 208-212 (1977). Cap and a shapely South American beauty named Donna maria were captured by Arnim Zola. Zola did plan to give Cap's body to a villain, but Cap managed to overcome the mad scientist. I'm merely speculating what could have happened if Zola had succeeded.

Besides this reminds me of a four issue mini series in Superman where he was turned into a blonde human woman as punishment from the gods.
