Hammer of Dawn is nothing compared to the destructive power of a Nova Bomb. And anyway, the Hammer only points down. A UNSC ship could win the war without deploying a single marine.

yeah I know what it is, a highly rare prototype weapon of an unpredictable payload. When used within an atmospheric location its destructive ablitiy is greatly reduced making it primarily for use in space where the lack of atmosphere allows it to expand beyond it's nuke-sized detonation radius. In other words, unless you use it in space, it's pretty much just an explosion a little over the size of a nuke. Hense why the unsc even has to deploy ground troops in the first place.
Hammer of dawn: A weapon specifically created to beat the nuclear warhead. The HOD is a series of immulsion powered satelites initially used for destroying entire fleets of sea ships in seconds. Eventually they had to be turned upon each of humanity's prime cities, leaving nothing but ash in their wake for miles past the city's borders. Within that strike, 90% of the planet's surface was wiped out. The COG have also been able to pinpoint small targets with smaller versions of the HOD (as seen in the game) these smaller versions only tend to be a meter in diameter but are able to turn anything they touch into a pile of tin and flesh regardless.
Conclusion: A nova bomb is still in the testing stage and of little use on planets while the HOD remains superior to any air-to-ground based weapon, created for the sole purpose of overtaking the nuklear weapon in arms development.

The UNSC deploys ground forces because they are trying to hold territory, something you can't do with a bomb. One single Nova bomb cracked a moon in half and hit a planet with a blastwave that created windstorms powerful enough to flatten cities and caused massive tidal waves covering an entire hemisphere, flooding the entire planet with radiation and rendering it uninhabitable. The UNSC doesn't need a full arsenal of these things. All they need is one.

The UNSC aren't out attacking Covenant planets though because they don't really know where they are. In this scenario though, the only way these two factions fight each other is if the UNSC attacks Sera, because the COG has no way off the planet. Whether the UNSC go straight for their biggest baddest weapon depends on what kind of a fight this is. Are they fighting for control of Sera, trying to wipe each other out, or is the UNSC just trying to show the COG who's boss? Because no matter what, this ends in a UNSC victory. The COG simply do not have the resources to win.

and lets face it...unsc has MAC guns....and fucking NOVA nukes (the big ass fleet killer/planet slayer nuke)....so unsc wins by the big guns...and the fact that the locust while do numerous shit to humans...they dont turn entire planets to glass while sentient beings are still on it....hell theyd never even think of useing real stealth elite units anyway...dumbasses.
