Bio
Albert W. Wily is a doctor of cutting edge robotics and a known mad scientist. No one knows if he is German or German-American, he doesn't really go into that. He knew Ivo Robotnik (his co-partner currently), Thomas Light (his rival) and Mikhail Cossack (overseas study student from UTU in Russia) since their freshmen year in college where they used to be friends. He is a robotics genius and together with Light they made a breakthrough on robotic systems and AI. Ivo branched out and looked to biotechnology. Mikhail went back to Russia. Albert and Thomas parted when Thomas got his AI advancement research for independent thought funded and his Double Gear System (DGS), a much more practical research in his opinion, was canceled, mainly on the mention of damaging the robots which Light used to argue why DGS shouldn't be funded on. Wily, being left very bitter, loudly arguing that Light's AI advancement was a dangerous idea. Wily did win prizes for his efforts in robotics, but when it came to world class contests and events, he would always come second place after Light. His last straw was being nominated for the Nobel Physics Prize, but lost under Light. He decided that the world was not ready for his genius and started radical plans somewhere in an uncharted island in the Pacific. For years and years he would evade the police and get funding from questionable areas and appearing to major cities, ruining operations with 8 robot masters he would steal or build. He would be then stopped by Light's creation, Megaman.
Soon the government cracked down on his operations but not on Wily himself. All of the missing and Wily-made robots were taken from him and re-purposed to society. A lot of them have jobs but some of them went back to Wily. He and Robotnik had met back up went Wily wanted to set up shop at South Island, which he didn't know was inhabited at the time and was in for a rude run-in with Mobians. Wily cut his losses leaving some Robot masters there regrettably. Wily and Robotnik then founded SkullEgg Inc. a name to give to the public to sell robotic goods in return for funding. They pooled their resources together and wait for the next big chance for world domination.

Personality
Wily is prideful, arrogant and short-sighted. He is very used to shouting down at those that fail and argue with him. He can be very cruel and cunning when he wants to be but the plans he depends on have very faulty variables that he overestimates. Wily is also very manipulative and he is very quick to use and pull exploits in any system or condition. He is incredibly petty, which lead him to this life in the first place. It's said that he does not actually want world domination, he just wants to prove a point to the world that his rival is wrong and has flaws, and he starts this by wanting to destroy Megaman.
However he does have a limit to how low he will go. He doesn't agree with Robotnik's methods but he doesn't outright refuse his cruel ideas as well except when world destruction is involved. Wily does care about his robots and seems to show small heart to his underlings under Robotnik's employment. He doesn't seem to show his paranoia against Robotnik's Egg Bosses (but he probably knows which ones want him dead and has already prepared anyway) When he isn't focusing on his enemies, he is willing to impart his wisdom of machines to those willing to hear it, may it be harsh at first.

Noteworthy Relations to AU:
Thunderbolt: When Wily started Skullegg inc. with Robotnik, she was given orders to bother Wily (because Robotnik didn't want to be bothered while working). Introduced to him as the "office gremlin", she would constantly sneak into Wily's workshop and steal tools, blueprints and his food and drink. Wily later found one of her battle suits made with both his and Robotnik's plans. Wily proceeded to grumpily fix all her mistakes on the system she got from his plans. Even though she warmed up and looks up to him like she does to Robotnik, she still pretends not to like him.
Ivo "Eggman" Robotnik: College friend, but Wily noticed he looks drastically different from college days. Co-founded SkullEgg with him.

Wily drinks alcohol rarely. Started taking it to work with him to prevent Thunderbolt from drinking from his flask behind his back. Quite the fun time when she didn't realize it wasn't water the first time she did that.

Wily and Robotnik get into some heated arguments at times. In pettiness they go and hijack each others work and will make one project hijack proof. They always fall for the hijacked trap and they never guess right on which one is to be blocked.

The only reason Wily doesn't smoke is because Light does it. He claims he is outliving him.
