While Devastator may be made of up of two more robots than Landfill, I'd have to hand it to Landfill for being a bit more versatile. Unlike Devastator, the robots that form Landfill are interchangeable, allowing for him to have multiple configurations.Β
According to the Japanese tech specs for the character, Landfill has three different configurations. Each of these configurations can change his stats, allowing Landfill to turn the tide of the battle in his favor. Devastator, on the other hand, isn't a "Scramble-City style combiner", and his fighting style often favors brawn over brains.Β
In short, Landfill would probably win this battle due to him being both smarter and much more versatile than Devastator.

I used to have both the original Green Devastator (G1) and the yellow (G1) recast they released. Totally cool looking in concept, as a toy utterly un poseable
