Season 1 Casdi is working with the Joker and some villains, but finds out the Joker was just manipulating him. In season two he's still working with the Joker but he's an inside spy for the Young Justice, later on the Joker finds out and huge drama happened. And in season 3 the Joker with the help of some mind controller (I don't know who yet) would control Casdi's mind making a puppet out of him.

Yes he does! xD he really wants Casdi's powers for his own use, so he wants him lol 
(I kinda ship them secretly for a while xD like Joker wanting Casdi and the blond is like HELL NO, leave me alone!)
