That is very far from the truth, these biplanes were not fighters, they were designed as trainers but were used in various roles such as iaison and medevac. They were even used as night bombers by a famed all female squadron known as the nightwitches. They used to fly at night and bomb the German troops. These raids did not do massive amounts of damage but were designed as a way of keeping enemy troops from getting adequate sleep. The role was so successful that during the Korean war, these aircraft were brought back into service to do the very same thing. 

As for Soviets been 25 years behind the times, they had the Yak fighters. Small, agile, fast and deadly and far from being behind in technology. Particularly in the case of the late war Yak-3 which was often stated to be the finest fighter of any nation during the war. German fighter pilots were ordered not to engage them under five thousand feet due to their formidable dogfighting ability.
