It's a Hucks Starter which was designed around the Ford Model T.  With many of the Shuttleworth Collection's machines being a tad too big to hand turn, the Hucks is a vital piece of equipment for them.

Looking at the paint missing under the guards, I guessed it sees regular use.

Very regular! Between the months of May to October, the collection hold two airshows per month, at which the starter is used for multiple machines. This is aside from general maintenance flights and other flying engagements that the collection carry out, so the Hucks is very much a necessity for them. The use of the Hucks has become something of a highlight at their shows, as there are not too many places around the world where it is possible to see a Hucks working so up close like this.
