I've looked at your Duke and Bertram sprites; you said in your canon, they are number 10 and 11 on the Skarloey Railway. Since Fred is number 9, and Ivo Hugh (and Freddie) is number 7, who do you think number 8 would be?

I plan on having Smudger converted into a standard gauge engine that works at the Sodor Steamworks with Victor and Kevin.

I know how reckless Smudger can be, but my theory was that there was something wrong with Smudger's chasis, which caused him to derail while he was working on Duke's railway. I believe this problem had nothing to do with his personality.

That's perfectly fine. We don't know if Smudger will ever officially return, so fans draw their own conclusions. For example, on YouTube, GeebMachine has a series of videos called the Valley Railway Series; Smudger is seen being restored back into an engine and sent to work on a faraway island.
