Well, as far as being the victim of a virus, yeah. Bahamut would have to be more like Wily in that regard, only far worse in ANY objective sense. Whereas Wily just wanted to rule the world, Bahamut made himself a god to try and rule the universe, and not just Eos. Even if Bahamut never made the Starscourge, he and Wily are nonetheless BOTH responsible for the spread of the corresponding viruses.
