besides the scouts are the only ones that can build T-Mats...and repair other daleks...and always fly.

The only problem is that it's so much more functional than normal Daleks.
I can imagine the big panels moving on those pistons and adjusting it's speed and direction. I can picture it moving just looking at it.
It's neat.

Oh! I had an idea for a couple that were mentioned in books...Spider Daleks and Marine Daleks. Is there any chance you could work your magic on those? I know I'd love to see them!

Anti gravity technology seems to be only widely available to later model Daleks. Earlier ones seemed to have much less effective lift systems, if any at all.
So a spider type design could represent a high mobility variant, before anti gravity was more widespread.
At any rate, this is a fascinating design!
