Meet Jeff A.K.A Slim (left) and Will A.K.A. Happy (right) Carny, Two of Chrome City's most wanted felons. They're wanted for everything from theft to murder. These two may look like they'd stand out, but they're actually very good at blending in and hiding. They continue to commit very public crimes, and much to the embarrassment of city and the CCPD, the authorities can't seem to catch them. There is an open bounty on them for a substantial reward, and the city has even offered a pardon if a criminal brings them in. Though they are wanted dead or alive, a bonus has been offered if they are brought in dead. When it comes to these two clowns, The Chrome City Police Department isn't playing around.

Random Fact: Even though they were born three years apart, because they have the same birthday, Slim and Happy consider themselves twins. Though Slim towers over him, Happy is the older of the two.
