You know, having played a ton of Rogue Trader RPG. If this is technically beyond the official borders of the Imperium (as in not in any declare sector), its not 'technically' illegal for the Rogue Trader either. They sort of have equal jurisdiction in the frontier as a Inquisitor has in Imperial Space, as they represent the Emperors word out beyond the fringe. If this is in Imperial Space... then well they technically are trading in Xenos tech in Imperial borders and a Inquisitor can slap a big no on that, and launch charges against them.

However actually arresting them... well that is still technically a no. Though I do point out that most of the Imperial Adeptus look the other way as no one likes Rogue Traders freedom, as it allows them to do stuff... well like this.

Also most inquisitors don't know these laws in detail because they are hugely complicated, and most Inquisitors rarely deal with Rogue Traders and often don't imagine there are people who have equal authority to them.
