Actually, Gertie is just a common lady that found herself in this because of how striking Godzilla was to her, so she wanted to see what he did all the time, and joined him out of interest.

She's now stuck in a place with people that could pose a danger to her, and she can't do anything about it.

Gertie is a kind and cheerful lady, but when posed against strong people, she tries her best, but those efforts last too little when you're up against a kaiju....

Was it not for the rules in here, she could have been in life-threatening situation.

Also, Godzilla feels pity of her, and doesn't allow her to be near anyone, but doesn't have any feeling for her at all, its just so she doesn't die.
