Click the download link on the page, should be next to the screenshot image. You'll also need an program like 7-zip to extract the 7z file downloaded. From there, just follow instructions to setup the uxtheme patcher included and setup to how you'd like.

Since I guess you are using Windows XP...
1) Extract/copy the sounds to a folder for where you want to keep the sound files for your theme, I'd recommend putting them in the "C:\WINDOWS\Media" folder.
2) Open the "Control Panel".
3) Click on the "Sounds, Speech, and Audio Devices" item.
4) Click the "Change the sound scheme" item, you should then be in the "Sounds and Audio Devices Properties" dialog on the "Sounds" tab.
5) In the "Sound scheme" drop-down list, select the "No Sounds" option.
6) In the "Program events" list-box, select a sound event, select "Browse...", find the folder where you put the sounds (if necessary), browse for and select the file you want to open that matches the event name within the file name (e.g. the sound file for the "Asterisk" event should be "STHHD-Theme_Asterisk-Sound.wav", "Critical Battery Alarm" = "STHHD-Theme_Critical-Battery-Alarm-Sound.wav", "Critical Stop" = "STHHD-Theme_Critical-Stop-Sound.wav", and so on), and select "OK". Repeat this process until all the available sounds for the theme are matched to the events.
7) Once you've been through all the sounds that match their events, select the "Save As..." button under the "Sound scheme" section, give the scheme a name (e.g. "STHHD"), and select "OK".
8) When all done, select "Apply" then "OK".
