Good people? The only good people are Gordon and his fellow cops who are struggling to protect the city. Batman also has his sidekicks and his company. But, even still the city is full of irredeemably people who turned poor Arthur Fleck into the most evil and dangerous clown in fictional history. And got so popular to villains everywhere that he was voiced by Luke Skywalker, and portrayed by a hero who died playing him in 2008.
And Iβm not EVER gonna mention that Tekashi 6x9 From Suicide Squad who played Joker.
