The Bunny officer of Zootopia or The T.U.F.F. Cat Agent from Petropolis?
Judy Hopps belongs to Zootopia and Disney.
Kitty Katswell belongs to T.U.F.F. Puppy and Nickelodeon.

My guess will go to Kitty Katswell, mostly because she's a cat, and Judy's a rabbit. Some cats eat rabbits.
Outside of the facts, Kitty is also larger, and has a more destructive arsenal, (I think).
Judy is likely faster, but there isn't that much else she can do other than run.
Actually, this fight is kind of similar to the battle between Smokey and McGruff now that I think about it.

As much as I like both I would say Judy Hopps, because she's wiser, more inspirational, and taught us about acceptance, tolerance, and how racism is effective.

I say Kitty Katswell wins due to three factors from T.U.F.F. Puppy that...
A) She even stated herself within the first episode that "I speak 120 dialects fluently, mastered all forms of martial arts, and my claws are registered as lethal weapons.β
B) She is also considered to be the greatest agent in T.U.F.F. who was the former partner to their universe's James Bond (i.e. Jack Rabbit).
C) She also has to put-up with and actually SURVIVES being a partner (and supposedly mentor) to Dudley Puppy on a constant basis (which is NO small feat).

Judy Hopps easily. Kitty's only skill is to get mad and use weapons from others. Judy's skills are vast and she doesn't have to rely on others to win or fight her battles.
In a death battle just between the two of them, Kitty has no weapons she could get additionally so she's on her own. Judy has the following strengths...
-Film trailer shows she can hit a target with her tranq gun without even looking, just by hearing alone. This shows a skill with weaponry that surpasses anything Kitty has shown.
-Judy's speed tops out around 500+ miles an hour, meaning she's dashing along just below the speed of sound and could tie in a race with a jumbo jet. She did this multiple times throughout the movie such as during the ticketing scene, and others. Kitty has only shown normal levels of speed.
-Judy can survive falls and g forces that would easily kill Kitty. The fall into water from the heights at the asylum in the movie would kill Kitty instantly, while Judy isn't damaged. Just the g forces put on Judy's body are in excess of 300 g's. That is five times over the max forces a human could survive, and Judy isn't fazed. No physical attacks Kitty throws at Judy would hurt the bunny cop.
-Judy is an expert at hustling her opponents. She would be able to easily hustle Kitty into a trap and destroy her in either a weapons or fist fight. A recent Disney game stated Judy is an expert in kickboxing, so combined with her speed, Kitty would be knocked out just like the rhino or rams in the movie.

Death battle ending. Kitty becomes frustrated at not being able to hit her target. Judy hustles her into thinking she has an opening, only to find herself peppered with tranq darts. Judy then kicks Kitty at max speed, which destroys Kitty's body.

A bit yeah, lol. Though all the above research is legit as well, including the speed tests which I went over with a few math whizzes to make sure the speed notations were accurate. That led to the G force conclusions as well, which as one of them put it, "Judy could be strapped to the front of a rocket, blasted into space and then land of her own accord and be perfectly fine."Β
Her only weakness is sharp objects that can slice, but as long as she can dodge and be focused, she win this battle. Even Kitty being a master of many types of martial arts doesnt mesn she can evade a tranq dart.Β
So yeah, after doing the research, Kitty would most likely exhaust herself on fighting Judy, only to get hustled in the end.Β

I'm starting to want to write this story out now. I feel like for the beginning of this DB, that Judy would try to reason with Kitty, but seeing that failing, would use Kitty's aggression against her, tiring her out and getting her to waste energy attacking while Judy dodges and comes up with a plan after finding close quarters doesn't work (Kitty is better in close quarters with her training). So Judy would use her weapons (bolas, fox taser, etc as she excels in targeting) to get Kitty down a bit and hurting. Kitty would go into a frenzy, and appear to fatally claw Judy, turning her back believing she's finished. That gives Judy the opportunity to tranq Kitty several times, before using that extreme speed of her to deliver a kick that breaks Kitty. Then Judy calling it in, and looking for a place to wash her fur off of the blood.Β
If this was a DB, that is about how I'd see it going. Both using their strengths, but Judy's speed, gadgetry, on the fly strategies and hustling ability to pull out the victory.Β
