Weiss is not only better(in both skills and character),she's more experienced and isn't limited to ice powers like Elsa and is way faster.Myrtenaster is technically a gun,which gives her another edge.
While one can argue that Elsa's ice powers are stronger,but Weiss overcomes that with versatility and better defense(aura).
Sure,Elsa have her snowy minions,and even then they are a piece of cake for Weiss,for someone who had faced more threatening opponents.

Weiss has several ways to counter Elsaβs ice magic. Itβs also implied that Elsa wouldnβt survive the slash from a sword. Weiss was able to survive hitting a pillar that crumbled to the ground upon impact. Her ice is also stronger as it was almost able to trip up a mech designed to destroy giant Grimm without even cracking.
