There from Dragon Balls Z, its one of 7 balls scattered across Earth (there we also 7 on Namik before it blew up) if you collect all 7 and say the magic words then you summon a dragon that grants one wish, (2 wishes after Namik explodes, and also Namik's dragon balls summoned a dragon that could grant 3 wishes).
