Those are the special cases.
Twi is Celestias pupil, so she's allowed that for studying.
Guards, I assume, also have stuff like that.

There needs to be some kind of license for this kind of thing, not just illegal in general. Like a gun license for example.

That's why you don't see every unicorn in the show shooting lasers or some sh*t. x)

Come to think of it, I'm surprised the unicorns in the crew didn't have it as a standard procedure, having the mission secret and all. Special missions do need some special privileges.

The only problems they thought they'd have to deal with is space madness, unfortunately.

That's why you don't see every  unicorn running around throwing lasers and sh*t, only special cases (like Twilight, who is Celestia's apprentice, or even Celestia herself, who is god-queen of everything and is above the law).

In theory, every Unicorn is capable of weaponizing magic relatively easily, but the relative peacefulness of Equestria combined with the fear of consequences keeps that in check.
