she is from X-Men, a mutant that can drain a mutants powers life-force and even memories if her skin come in contact with someone else's (same for a human except the powers... and most of the time its either a knocked out or a comatose case for them)

oh. ....didn't...see that in the bio T.T Maybe she just relies on her other powers to be seen as a 'witch'. Or she makes herbal potions to get power. Something like that.

because other than training... Rouge only has a bit of super strength (not superman super, but the old comics and cartoons made it look awesome) and this power.... its her main thing

oh. Witch being my own charater from your model challenge. Sorry, switched gears without warning, and without me realizing it. I did it where she used the drainage power to steel the powers of one witch to become a witch. That's why she's so powerful in her realm. But if it's only temperally, then i can just make it where she relies on other powers to get that title
