She finally stood next to him. He couldn't help but stare at the stunning woman who had agreed to be his wife.She turned to face him slightly. "Nervous?" she whispered.
Sokka smiled. "Not anymore," he answered, and in a movement that was almost too graceful for Sokka, he grabbed her by the shoulders and waist, spun her around, and dipped her close to the ground. Without waiting for her reaction, he kissed her firmly.
"What was that?" Toph asked him when they finally broke apart.
Sokka smiled at her, but didn't let her up. "Well, sneak attacks don't work if you yell them out loud," he answered, and kissed her again.

Wow! This is gorgeous. There's so much feeling in the picture.
Look at that kiss. It's perfect for the scene you quote in the description. It's a romantic kiss from a gentleman, not a great violent snog or anything. This kiss means something. Sokka's leading but being gentle, and Toph's enjoying the surprise and throwing herself into the moment. She looks like she's about to swoon. ^.^
The poses are great, I don't think there's much in the way of improvement that could be made there. I can see their weight shifted very naturally, with Sokka easily supporting Toph, and the relative proportions are good (once you realize Toph's done some growth-spurtin' since the series ended, anyway).
There are lots of little touches that really catch my eye, though. Some flourishes you added to the shading -- the hands, the contours of Sokka's manly muscles, the fur lining, and especially the hair. There's a lot of great definition here but at no point do I feel you went overboard and cluttered things up. It gives the picture so much more depth and warmth. You can really feel them cuddling close.
You said you love doing hair, and boy does it show here. Toph's is pretty simple (though that's perfectly suited to her character), but you have a good ol' time detailing it with the shading. Sokka, you really went to town on. The braid's a nice touch, and you nailed his Water Tribe haircut.
And then the part no one else is going to comment on. I love that background. You're always good at them, but this one deserves careful mention because of how perfectly balanced it is. You have warm greens across the top and the bottom, and a line of cooler blue running through the middle. And all the action (heh) is happening along this blue line in the middle, it's framing the kiss. It keeps the eyes moving from left to right, following the progress of the kiss; Sokka leans in from the left, Toph's body tilts lower left to upper right, at the end of these two lines you see the kiss, and it's all following the path of that blue shape in the background. That's to say nothing of how it's such an intricately-detailed scene even without the foreground characters standing in front of it. It has a watercolor-esque quality to it, and I'd be curious to see the whole background image. Is this a stock image or did you create the background just for this picture?
I think Sokka's right leg could move a little to his right; it'd help show how he's supporting Toph's weight in his arms and back. And the shading on his right hand is just a little off at the wrist, and it's making his forearm look kind of two-dimensional. But that's all the criticism I could find, and I had to really look to find it.
Very romantic, sensual piece. And so innocent, too. Very, very nice.
