In anime/manga, they're usually extras, like the short clips you'd see after the ED sometimes, like short skits in a sense. They can be comedy, OOC things, info on character, etc.

Yeah, ok. XD I've already checked on Wikipedia myself, but that's actually more detailed. Like, chibi or exaggerated skits with those bizarre facial expressions, right? XD
