I'm guessing she is lit up because of Kirk and his cronies, stealing her for old time (and Spock's) case.
Otherwise she would just be sleeping with her lights off (unless she sleeps with her deflector on [she can't be afraid of the dark is she]).

It was all bcause fo that stray tribble. The little bastars was crawling through a Jeffries tube but it tripped and fell right into an EPS junction. The short-circuit triggered a power owerflow, powering up all systems on the ship. So never let your Tribbles wander away

She's resting yes, but when she hears she's going to be broken up to provide metal commercial purposes she's like this:
"What? I'm not going to be cannibalized so I may live on as part of other starships? I get to be broken up to make some shipper's new freighter? Kirk, where are you. Your lady needs you again. I'd rather die in battle serving you than live on hauling boromite."
