Sounds like the start of a limerick.

The title sounds like a reference. Is it?

The 'fool' is a reference to the fool card in the tarot deck, who is traditionally depicted as being about to step over a precipice (representing a step into the unknown at the start of the journey). In my version, however, the fool is sitting on the precipice rather than taking the anticipated leap of faith, watched by a growing crowd of onlookers - read into that what you will!
