Yep, but they are in war against the USA, the same as China, Japan, URSS... in Spain endures the dictatorship that brought us the civil war. The set up proposes a cold war where intrigues and a hidden violence are the common daily basis.
This game makes not apology of the SS. Our past is a shame, we can revive it throught the game to learn what not to do.
