Technically lvl 1 (as you're pretty force too in the game's form of a hard mode which prevents you from lvling up)

I don't know exactly. Probably somewhere around lvl 30 or 40. And I'm guessing only because I'm excluding normal exp grinding, if I included it...around lvl 55 or 60.
