As he had an idea for Hifumi Togo to become a Phantom Thief (which is the most brilliant idea ever). Her Code Name be Legend and her Persona would be Jingu-tenno (named after the Japanese Empress herself).
Her weapons would a Naginata (close ranger) and a M82A1 Sniper Rifle.

actually yes I knew that when I was looking up for pics of her,plus I've heard she was originally going to be the main protagonist
and even if we don't see her as a Phantom Thief (which is sad and I hope it comes true) but if she becomes one,this would be the best option for her
