her dmg took a big hit, namely being able to random hit into 4-6k. In CS2 all she had to do was trade hits to win since she got massive dmg from everything, it made her boring to play and boring to play against. In SEX she's still doing big dmg, but relies more on good drive CHs and corner to break 3k, shes being played a lot more now like she was in CS1, fishing for drive counters, but her overall dmg from mixups and footsies is still decent which makes her an overall more well rounded out character.

TL;DR she was complete broke tier in CS2, now shes a reasonably well balanced character.

broken tier?....u play a tager lately? thats broken tier, noel was NEVER that bad
her damage takes a hit but her combo options are expanded a bit, so its kind of balance, i care not about the changes!

but no seriously, go play a tager, 5k from a signle grab, thats not even counting resets and fking maganatising hits

Once you get used to playing against tager you dont really get hit by his 720/360s that much anymore. I dont really know how tager is up on the tier lists atm, but he's deferentially looking very strong, the main reason being his absolutely insane meter gain from combos. Tager can seam pretty broken if your just starting out, but his throws are really the least of your worries, you'll learn to bait them as you get better at spacing and zoning him out. So far there aren't any broke tier characters in SEX, at least nothing even close to Nu-13/Rachel/Ara in BBCT, Bang in CS1 or Makoto/Noel in CS2. So far Hakumen is looking like the best character, but hes far from being as overwhelming as any of the top tiers of the previous games.
