I think Bowser favours Jr.

I would think Ludwig would be the next king. he seems to be the oldest, and was the last koopaling you fought in NSMB.

You fight Jr like in every one. He was like demoted to mini-boss. But hell it has been forever sence I played the game.

Sorry to disappoint you, but as far as I know he's just in Paper Mario. That sprite in the image is just something someone made, not from an actual game.
