"Omg!" said a couple of my friends and I. "Let's make a fanzine together! Let's make several! Let the first be a Naruto one!""Omg!" said I and two others. "I wanna do the cover!"
"Omg!" said (a very stealthy, cover coveting and fully aware of my weaknesses) one. "Let's put the heroes on the front and the villains on the back!"
"Omg!" said I. "I demand to do the back!"
And so I sat down and did. And they solved the cover thing between each other, while I was happy drawing villains. Mmm... villains
Ok, so it's not due till... late spring/early summer, but I'm slow. So it's just as well that I got started right away. Besides, I need to ink and color it too, and fix all the little doujinshi that I'm going to put into the fanzine. ... that will be more like a process of:
Me: Hi guys, I made 349314 pages of Naruto stuff!!
Them: ... we can't have all that.
Me: ... oh
Them: How about we remove all the naughty stuff, and then use the remaining 10? So we can actually show this to our parents and non-perverted friends and whatnot.
Me: ... ok

And the actual picture... is Pein playing chess against Orochimaru. Pein plays Konoha, while Orochimaru plays the allied Sound and Sand. Now take a moment and admire how I managed to squeeze in all my darlings (and some other unimportant individuals such as Naruto and Sasuke) in there XD

Since you're doing an actual cover, rather than a back, I'm going to tell you the same thing I told Fanny: steal the cover design from the original. FMA has a set design for all covers. Take it. Decide which text goes where, what replaces the unnecessary company stuff, etc, then you know how much space you have to work with. Perhaps you can even get an idea while looking at the cover art (and no false advertising by using characters that won't appear 
There'll be text on the back too, but much less... I think there will be enough space on Orochimaru and Tobi... hopefully...
