I ended up doing something a little different. Β I designed the wings so that they would come down to a singular point on the ends and would match a biological wing as much as possible. Β I ended up stapling on some fabric at the absolute last minute instead of making giant feathers. Β Anyway, here's how they came out:Β

this should be very helpful to me! ^^ is there anything about how to make a harness for them?

In the original tutorial they use the metal frame from a backpack (as in a pack for backpacking not the average school bag). I did not have that type of bag nor would the original idea work for the kind of look I was going for.Β
Unfortunately though the wings were built I never got to wear them for the convention so I did not figure out the harness details. Also, though I followed the instructions in the tutorial I STILL had problems with the shaft collars popping out of the balsa even after being glued in with several types of adhesives. [But it could be that we were very anxious and just got impatient because the con was coming up; so tip #1 is pick the proper adhesive, clamp everything in place, and wait till it is COMPLETELY dry]. Let me know how it goes!

How much, approximately, does it cost to make a pair of these?

It would depend on the supplies, granted they say balsa wood and such, it all depends on if you wanna make it out of pvc or metal or something.
I've a feeling though that the bases wouldn't be too much based on availability, and without the covers or details

Pretty much right. It's been a while so I can't remember how much it ended up costing and I really haven't had the means to try it all again. I would recommend, though, that if this is the first time making wings and you have the extra funds - you should follow the tutorial made by Rachel with balsa or some sort of scrap wood so that you get the feel of how they work, you have a base to follow, and most of the common mishaps get found out in the beginning. Basically, it's practice before moving on to more expensive materials. The other reasoning for the balsa is it is light and pretty durable as long as your not planning on slamming them in to every other object you come across.
Let me know how it goes ^^

That's a good idea actually, I personally have already made a few small scale versions, and love how they work

Have you posted them anywhere? I'd love to see how they turned out - even if it's not based on this tutorial. Articulated wings, tails, etc in general are fascinating especially when people have found ways to make them convincing without the use of robotics. Though I love robotics as well!

Naw, I havent, I'm working on possibly posting some pics at some point.
But I totally agree, especially when it comes to cosplays because it makes them really intense!

Well hey, if you ever get those pics posted, let me know! And best of luck with any future ventures you may find yourself getting into project wise.
